Does anyone know if there are any particular settings to adjust when using USB to Ethernet adapters?
I have a gigabit network card in my laptop which gets 800mbps on the gigabit internet package.
However, when I use the USB to Ethernet adapter on an older laptop without a gigabit card I only get 250mbps. Can anyone advise if there are any tweaks or settings I need to adjust in the USB to Ethernet Settings in the Device Manager that can maximize the speed?

Do you happen to know which USB standard your adapter uses? Further, do you know what kind of Ethernet card is in that older laptop?
Please keep in mind that USB has transfer rate limits that are not as fast as Ethernet, so you're not going to get your full Gigabit speeds if you're using an adapter.
Once we know the hardware you're working with, I can provide a more accurate answer. From what you're provided thus far, I suspect you may be hitting the limits of your laptop and adaptor.
