Net code issue when gaming

Hi everyone ,I’ve exhausted every avenue and this is my last hope. For the last 5 years where I live I have had Rogers ignite internet. I’m a gamer and love my first person shooters like call of duty and battlefield. Something is off with the netcode on every single console I use to play on. I’ve tried Xbox,ps5 and computer. It’s like playing hardcore but the person your trying to kill is not. The mess up thing is it kinda comes and goes. I literally could empty a clip in there back at they kill me with 3 shots. I’m not a rookie when it comes to setting up the tv, router and console I have tried everything. So this is my last hopefully someone can help.
