Usually, it is within 2 to 4 hours. Because you are out of the country, that might be why it is taking longer or potentially why your SIM isn't receiving the provisioning to reactivate the line. Do you have roaming enabled on your device? Can you manually connect to the roaming partners network where you are? Have you tried poweting off your device for at least 5 minutes to allow it to drop off the network and refresh its connection?
