Roaming Charges

At the very moment i am using Rogers plan which gives me liberty of free roaming to US / Mexico. 
since I am abroad due to nature of my work and using Rogers services on Wifi, noticed for last 2 months that I got billed for roaming charges , whereas for the entire period I m using services on Wifi

When you say you are "abroad" does that mean you're outside North America?
