I've been around

I am living in Sarnia, ON. I usually go to riverfront side. US is on the opposite of the river. Whenever I visit there I get roaming charges even when I don't go to US. I did call customer care and asked to disable that because it was not mine mistake. But still I got charged every month for roaming. In the end I had to port my SIM card. I am unhappy with Rogers services. 1/5 stars.

It's very easy to prevent this (connecting to a US Cell tower). Go into the Network settings of your phone and choose "Rogers" instead of "Auto".  When you do want to roam when outside of Canada, simply switch the Network back to "Auto".  It's the same with all providers, it's the setting in your phone that you need to have correct.

 

PS. You will usually see a text message from Rogers that you are roaming if you connect to a foreign tower.
