can someone help me understand why my Device Balance is 0.00 but I’m being billed $24/month for Monthly Device Payment?

Have you checked the device balance via MyRogers? Once signed in, please check Services >> Your phone number >> Total remaining financing balance.
Right below the financing balance you can also check out when exactly will the device balance be $0.
