After moving away and cancelling my phone plan in January I have been notified out of the blue that I have a new payment of $70 required by 2nd March, even though upon logging in to the My Rogers app it says that my account has been cancelled. Given that I made my last payment in the first week of January - the day I cancelled my plan - and have not had any access since, would someone be able to explain why this has suddenly surfaced without warning?

Sorry, I just double checked my dates and found that I did have an $82 bill at the end of January, which I had anticipated was the final bill following the cancellation. Meaning I had a bill at the beginning of January prior to cancellation, the end of January after cancellation, and now another in mid-February.
