Creating an account for a relative

[DAJ3]

A family member has been switched from Shaw TV to Rogers. They do not have an internet account and cannot perform tasks such as selecting Flex channels. I would like to be able to create a Rogers online account in order to help them.

I do not an option for this on the main Rogers site. I would appreciate any information pointing me in the right direction.
