Rogers Servers (209.148.235.2xx) in Toronto cause for 10-100% packet loss

Rogers is having some major issues with their primary servers in Toronto, today during the widespread outage (according to rogers chatbot and staff) I was running a ping plot on ping to google.com, and detected all issues with rogers are coming from this server.

Even after they corrected this, the server has 8-15% packet loss, a huge and unacceptably high number for reliable internet and communications.  Ping spikes as high as 500+ms aswell.

When is rogers going to get this massive packet loss issue fully corrected?
Red vertical lines on the bottom chart are 100% packet loss spikes. White vertical lines in the bottom charts are ping spikes.
