When I see a number i don't recognize on caller-id is there a way I can either decline it or send it straight to voicemail?

I don't believe that is possible. However, I have a cordless Panasonic phone and if I press "off" when it's ringing, it stops ringing that handset and if the caller wishes, they can leave a voicemail after the requisite number of rings (which I don't hear on that handset, but still ring on other handsets in other parts of my home, IIRC)
