Can you elaborate a bit more on this. It doesn't sound to be a provider end issue. Are you experiencing this on any other websites? Have you tried an alternate browser on yahoo?

Searched videos in Google, youtube videos have the same issue in Internet Explorer.
Videos work normal in Google Chrome.
I have a bilingual operation system. Videos in Korean sites work normally with Internet Explorer.
Videso in English sites have the described issue. Vidoes in Korean sites are normal.

It would be helpful if you can provide more specifics like:
- type of phone (make and model)
- version of Android OS
- are you connected to the Rogers network or a WIFI network
Without providing us details, it is not possible to property troubleshoot the issue.
For videos, open the youtube app and see if you can watch videos on there. If that works, then it could be an issue with either the browser or the plugin used to play the videos. Another option would be to use something like VLC to download the videos and play it. VLC has a better video interface and can handle various file formats better than browser plugins. As always, make sure all the apps that you are using are updated (browser, youtube, etc.).

It seems like the issue may be related to the Internet Explorer add-ons. What version of the Windows OS your laptop is running? And what is the version of Internet Explorer?

Windows 2007. IE 11. My desktop works fine with the same system as my laptop one. I followed the instruction in the link before.
