Does Rogers 3G/LTE block anything (ports etc)?

I have an app that will occasionally receive notifications via GCM (Google Cloud Messaging). Sometimes if my phone screen is off I don't get the notification. But I get it if my phone screen is on.

I was wondering if Rogers LTE "turns off" - or blocks certain messages - if the phone screen is turned off?

I don't believe they do. Usually they don't block services unless u request them too.
