Sharing internet with laptop not working (hotspot)

I'm trying to share internet from my phone samsung as hotspot to my laptop but it's not working
I tried all online advices (forget the hotspot them re set...)
I have been using my phone as hotspot perfectly but with rogers it doesn't work.
Is rogers block its customers to share internet with other devices ??
Ps: I have post paied line
