Cannot receive calls from the US - calling restrictions

I'm in Toronto.

When my uncle in the states (AZ) call me he gets "the number you have called has calling restrictions".

He can call a couple of his contacts ok in Alberta.

He also can no longer text me ,  yet we texted back in forth a few times one day prior to this issue.

I have checked my phone settings (Android default Phone APP)

Blocked Numbers - is turned Off

Call Barring - all selections are Off

Is there anything else on my end that I can do/check?

It sounds to me like this isn't settings related at all and there may be a calling block on your account of some sort. Please accept my apologies for the trouble here.
