No SIM after creating a new account through WinBack Offer

I've been around

I received a call from Rogers/Fido Winback team 2 weeks ago. The rep offered me a good deal with Rogers which I accepted. The guy told me I would receive the SIM card soon in mail. Since I didn't receive a SIM for more than a week, I contacted CSR for a call back from the WinBack team. They guy who called me from the WinBack team this time said there was a mistake in the offer given by the first guy  and that can't approved. I agreed to a modified deal with no bill credit.  Its been more than a week now and I haven't received an email or a SIM card yet.

 

Not sure what is going on. Any thoughts?
