I've been here awhile

Why do I get pixilating on my TV  channels when it is raining or snowing? What causes this problem?

I would guess that there is a leak in the line leading to your home, causing a drop in signal strength.  I would call Rogers when it's happening and have them check the signal.  They will need to send an outside technician to fix this, although they may send an inside technician first to make sure things are OK at your home.  These sorts of issues can be extremely difficult to troubleshoot and frustrating for the customer if the issue is not present when the technician is there.
