Contact Rogers and have Customer Care look into it. You may also need to contact Tech Support if Customer Care is baffled.

@CommunityHelps because we don't even know what channel (and content) you are getting message for.
If no charge is warranted, they can hopefully credit you, or add notes to your account about the error. That way, if no charge is currently showing on your account, you can call Rogers if your next bill shows the charge that you need a credit for.
