I have Ignite TV. When looking at the list of episodes available for the show The Neighborhood it says episodes Season 5 Episode 1 to Episode 15 are available and also Episodes 17 and 18 are available. Why is Episode 16 not available?

The problem has been fixed. Season 5 Episode 16 of The Neighborhood is now available and says "Free from Global".

season 5 Episode 16 (pest control episode) is available with On Demand (Global), with my legacy digital box.
Have you tried searching for the episode with Voice option with IgniteTv remote.
If it's not there, just call Tech Support to report it. Also tell them that a digital legacy subscriber watched it from On Demand (Ch. 100), and it should appear within 48 or 72 hours. At least that method worked for me, when an episode from Ctv Comedy and Crave was missing (and a gap in the episode listing was also present, like in your situation).

By the way, just because my On Demand Legacy box has the Season 5 episodes of the Neighbourhood labelled correctly, doesn't mean that Ignite does. My guess is that since Episode 18 aired last night, and my Legacy On Demand version didn't even have episode 18 listed until recently (currently has only added SD version, so it will take a bit longer until HD version is added, or it might be skipped entirely.
If your Ignite episode 17 says Mountain Lion anywhere in the episode description, that's actually episode 16 of Season 5. And if you soon see episode 19 added, that will actually be episode 18 that aired last night. Try playing your perhaps mislabelled episode 17 to see if it begins with Cedric getting up from his bed to see what is causing the noises that he hears. If that's what you see, that's episode 16 (pest control eventually comes).

I found the missing episode, I don't see it because it is not free. All the other episodes of The Neighborhood have the comment "Free from Global" but episode 16 has the comment "STACKTV". Since I don't have a subscription with StackTV I don't see this episode in the free list.
I have opened a ticket with Rogers.

The problem has not been fixed yet. I received an email from Rogers saying there is a delay in fixing the problem. I will update this thread when it has been fixed.
