I am really disappointed that my internet keeps buffering on my unit myself and senior dad watch programs on, I have the basic tv channels I think there is only 5-8 channels available with the internet with my contract is all I can afford so my tv unit I watch CNN with my dad is constantly being buffered. I do pay a yearly fee for this other service that fits my budget because I can’t afford a full service from Rogers or Bell. My beef is I do not believe in my contract states that I can’t do with my internet that I do pay for what I want. It is like Rogers is not giving me the service I signed up for. So is it breach of contract? It is hard as two seniors on a small income can’t even watch tv properly. So frustrating .

Unfortunately, a residential Internet service does not come with any service level agreements or guarantees. Rogers does strive to provide a quality service and deliver the speed/bandwidth that you subscribe to, but that's about it.
If a non-Rogers service is not performing well, they will tend to blame that service.
If you are technically oriented, there are steps that you can take to troubleshoot a slow or intermittent connection: https://communityforums.rogers.com/t5/Internet/Troubleshooting-a-Slow-or-Intermittent-Connection-Wir...
If your service is performing poorly, Rogers can test your connection and check to see whether there are any issues affecting your area.
Nobody here in the Community can offer much help without more information. You never mentioned how long you have had your Rogers Internet service or the speed that you currently subscribe to.
