It means that (at least for now?) Rogers does not place a practical limit on the number of local telephone calls that you can make in one month, or their duration.

A few years ago, with the initial Ignite TV and Internet plans, you could get Unlimited Canada-wide Calling for FREE, if you activated at the time of installation.  (Or pay a $50 installation fee if you activated later.  That was before Rogers offered a self-install option.)

Then Rogers downgraded Home Phone to Unlimited Local Calling, but at least is was still available for free.  (Canada-wide calling was an additional upgrade.)

Then Ignite Home Phone, with Unlimited Local Calling, became a $10 addon.

Yes, you can see pricing for Home Phone add-ons here: https://www.rogers.com/home-phone

Currently, Unlimited Canada-wide Long Distance costs an additional $5/month.

There is also an "International Plus" Long Distance plan for $10/month

I think that you need to contact Rogers to add LD plans to Ignite Home Phone.  You can, of course, also just pay the per-minute fees but they are ridiculously expensive.
