Does Rogers have an Office of the Ombudsman?

Rogers has "Share a Concern" which is office of the president. I always get a timely response when using this option, but only use it for serious matters that I cannot resolve through the normal channels:

I want to file a complaint against ROgers Company. Every month, it pays $522, and I wrote the contract for $129 with the phone. Why are the extra bills? May I know?
