Why aren't customers automatically in Ignite?

I'm a reliable contributor

I'm currently still on the old grandfathered Rogers Ultimate 1TB paying $130/mo + $12 modem rental fee. Why hasn't rogers taken the courtesy of updating peoples account to the new Ignite since it's the same speed teir, no caps, and a much lower price? What's the catch that I missing since I have to phone in and manually update my account? It doesn't seem much sense for Rogers to do this.

@gisuck  Unfortunately we cannot simply make this change to a customers account without first having a conversation with them on what would be the best plan for them, as their needs may have changed.
