How has Rogers accounted for capacity changes that the Ignite unlimited plans will create?

With many more homes likely coming online with unlimited plans, how has Rogers prepared the network for this?  Here are the scenarios I can think of:

 

1) Does Rogers expect that although many customers will no longer have caps to worry about that their usage, as a whole, will generally not increase dramatically?

 

2) Or has the network been significantly upgraded prior to the announcement of the new Ignite plans?

 

3) If the network has not been significantly upgraded, and #1 is not a generally true statement, has Rogers been sitting on massive amounts of unused capacity for a long time already?

@BinaryJay Great question, we have added and continue to add capacity to our network to support our customers growing needs, over the next 4 years we expect the usage on our network to grow by 400%.
