Voicmail block

How can I block a voicemail even though person is blocked I need to block that they can still leave a voicemail thank you

This is a feature that we have received requests for in the past from other customers. I understand it's a desired feature. 

We can outright disable voicemail but we do not offer network level blocks for individual callers at this time. I apologize for any inconvenience.
