I will be getting a new S23 phone (sealed in box) as a present. The phone was purchased at Rogers. However, I have a Freedom sim card. Does the phone need to be inserted with a Rogers sim card first in order to activate and unlock it? Or can I just insert it with a Freedom sim card from the get-go and it will work?

Rodc, Freedom SIM is a Sim card from another wireless company called Freedom mobile, you never heard of them?
The op is trying to use a ROGERS branded phone but not with Rogers, but instead with another cellular company called FREEDOM. Just try popping in the Freedom sim card, it likely will work out of the box. There really is no such thing as Activation, phones should just "work" They have been unlocked for a few years now.
