With the planned decommissioning of the 3G network, furthering HSPA+, will Rogers finally be opening up VoLTE and such to non-Rogers devices?
Will customers finally be able to buy 5G capable phones like Ulefone, Sony, ASUS and be able to use, even with a whitelist registration, VoLTE and other services (WiFi Calling) or is Rogers going to gatekeep for only a small selection of devices like Samsung and Pixel?
As long as it supports the bands, users should be able to choice the phone/device that works for them.

VoLTE already works on Monterey's and international devices, as l ng as they are compatible with the Rogers implentation of VoLTE. The common misconception with VoLTE is that VoLTE is a standard, which it isn't. There is no standardized implementation and therefore, multiple standards in use by different carriers. HD Voice is one good example. You need to make sure the device you are using supports the VoLTE standard Rogers is using. With some devices, their ROM/software/firmware might support multiple standards, like Samsung does in their Canadian (W) and US non-carrier (U1) firmware devices. The device adapts to the SIM in use but this is not common among most device manufacturers and regions.
I have two non-Canadian devices on my account, both using VoLTE, VoNR, and WiFi Calling on Rogers without any issues.

I see. So essentially we need a GSMA standard adopted by all manufacturers/carriers for it to properly adopted.
Is there any resources to the VoLTE/WiFi Calling/etc that are supported by Rogers and how to distinguish it on various device spec sheets, or it basically trial and error?

I'm assuming that Rogers can configure their SIMs however they want. I'm currently on Rogers Pre-paid plan and only have access to 3G, not 4G or 5G. I'm assuming that Rogers will allow my phone (SIM) (a purchased BYOD iPhone SE2020) to access 4G when 3G is "sunset" next year (currently scheduled for end of March 2025, based on the latest information).
See my previous posts in the following thread:
I'm with @LordDrakkon on this in that this will not necessarily "allow" devices that are not currently "allowed".

Due to the 3G network being disabled, Roger's is offering customer's a new device, However they require a two year contract & a price plan change which is not an option for me. WAY TO GO ROGERS!!!!!!!!! Boooo

The only way to know for sure, is through QualComm's Tools by looking at the carrier profile. There is no way that I am aware of to guarantee that the VoLTE and WiFi Calling options on a device will work with a specific carrier on internatiinal models. Asian devices, even ones advertised with a global firmware, usually use Asia market carrier profiles, which differ greatly from the rest of the world. Some carriers even go as far as to only whitelist models for the region by IMEI and model number to provision for VoLTE and VoWiFi. .

Bought a Talk and Text ZTE phone last June with big letters as my fingers clumsy with age. Now Rogers is telling me that, because they are migrating my service to the new 5 G network, my phone is not compatible and I need to buy a new one??
So , to continue with Rogers, the $ (couple of hundred) spent is out the window thru no fault of my own, and I pay hundreds more for a new phone. Crazy. THEY should be the ones shouldering this cost I believe.
