Order 2 sim cards and a flip phone to have pickup at the store. That was Nov 28 and it's Dec 21. Rogers already ran my card for the flip phone. Should I just go down to the store? Is it because the online offer was 70$ service fee is waived so the store doesn't care? Didn't want to do shipping since it was for per order ($25 per order)

That's an awful lot of time since you placed the order. I wonder if the shipment was impacted due to the postal strike. Do you have an order confirmation email? Do you have a tracking no?
You could always call the store to check the status of your pick up order.
