Set cloud recordings for Animal Control on Fox (if you have Fox), because I assume that CBC still owns the Canadian rights, and perhaps will wait a few months before it begins airing the current Season 3 episodes. You should be able to stream the first two seasons on the CBC website, or with the App (Gem). If a Canadian broadcaster doesn't own the rights to a series, it won't appear via On Demand.
As for the St. Pierre missing first episode, you can contact Rogers Tech support to ask them to open a ticket, and hopefully it will appear within a few days. If you don't want to wait, you can stream it on the CBC app or website ... Or also for free on the CBC youtube website (43:47with English subtitles when necessary).
