Did it come from some RANDOM 10 digit phone number? then yes it is a scam. delete it and ignore it.
Official text messages from Rogers or any other wireless carrier for that matter, will come from a 4 or 5 digit Short code number, these numbers are registered with the government and also quite hard to spoof.
Also look for any grammar errors and crazy choice of font, that also screams out scam.
