I know it's probably a scam but it's kinda scary, all three numbers on my account (which is actually two accounts) and a neighbor with a whole separate account received a txt from "Rogers" stating due to recent issues were being refunded 83$ via email transfer. It doesn't make sense for many reasons especially considering that I am the sole payer of my account and they are essentially offering me $83 x3. What I'm more worried about is that Rogers data may have been compromised.

It's a scam. Rogers always credits your account. You'll often find that telemarketers or scammers send out a lot of their scams at around the same time using auto-dialers. That's why you and your neighbour received them at roughly the same time. Make sure you forward the text to "SPAM" (7726) so that Rogers can stop some of these. You'll get an e-mail back right away stating that "they'll take care of it".
These happen all the time, so I doubt you have anything to worry about.
