Hello slen,
There are 2 ways to check. First things first, did the message come from a short code? a short code is an sms with a 4 or 5 digit number, if it came from a random phone number, then its a scam
Second, look at the url: https://rogerswireless-secure.com That is an obvious fake website looking to fool you into thinking its rogers official web site.
Third, if you still unsure, call up rogers and check with their customer service.

And make sure you block the number and report it as General Spam. Then delete it. In Safari on a Mac you'll get a big fat warning that the site is spam before you ever load it.

I've said this before, Blocking random numbers are useless, scammers will constantly change numbers. for all you know you could be blocking a number of a legitimate business or person who has no idea their number is being used as spam.
Just forward the message to SPAM (7726)
On Windows and Android, and even google chrome, there is a big notice the web site is suspicious
