Is this a scam?

Received a call from a local area code saying only over the phone promo was happening - representative # given was MS1002; sent me an email regarding a trade in from my current plan ($100 roughly per month for canada wide 15GB iPhone still being paid off within that plan) to a new one for $71.30 “and not more” 100GB canada & US with an upgrade to a pro max iPhone. Is this real?
