Fake Rogers e-Bill Notification

I received this email notification today which did not look like my normal e-bill notification. 

Is it spam?

Here are my comments:

1. Never click a link in an e-mail. Always go to the website using your own bookmark and login.

2. The HST makes no sense based on the amount given.  

3. I would guess it is phishing, however, login to your MyRogers account, not using the link.
