Wire removal

I've been around

I recently bought a century home and the side of the house is covered with old and new wires. I would like to have the old wires removed and any working wires cleaned up- as they are currently hanging. 
I had bell come and remove their portion of the wires, but they said they need to leave the remaining wires for Rogers to remove. 
When I called Rogers to have them send a technician to remove the wires, they said no - that they don't need to help me because I am not a Rogers customer. 
Any advice on how I get these removed? I could simply cut and remove all the wires myself, but that might leave my neighbours without internet...
