5G infinite Premium + Travel Plan

How do I get this 5G Infinite Premium + Travel plan that includes 64 countries without roaming charges?
Why is it not available to all customers?

Please explain why this plan is not available to me and all Rogers customers.

I’ve been offered the 5G Infinite Premium + Travel at $90 a month ($80 with auto pay). But upon some research I see other customers getting the plan for $65 a month? Is it possible to ask to get this price for a month? I really want to get this plan, but seeing others are offered lower monthly payments I’m eager to get that price too.
