We're sorry to hear about the issue you've been encountering. Yikes! 4 months is quite some time. I just have a few questions for you in hopes of getting this ironed out:
Have you checked your Network Connectivity? Are you connected to an internet connection when requesting the verification code?
Have you tried to request to receive the code via phone call?
Have you tried to delete the app and re-install?
To my understanding, if you are using a phone app, Telegram will send you an SMS code, if you are using a desktop app or browser, it will not send you a verification code. Are you able to log into your account via the desktop app or the browser?
