When are our phone providers going to help clean up these scammers?
How do they get local phone numbers so easily?

They have devices that allow them to "spoof" any phone number that they want. They also have devices that "spoof" numbers in your particular exchange so that it looks like a neighbour or other person nearby is calling.

For the most part, Scammers aren't actually getting your phone number from any list or source. They have computer software that calls every number combination within a phone exchange, and they will eventually get a random number that happens to be yours and call it.  Yes it is annoying, but providers have slowly but surely playing catch up and investing in technology to "verify" if an incoming call is legitimate or not.  The technology is not fully rolled out to everyone but its deployed quite a bit and has been effective already where its in use.
