They do.  Usually they are subcontracted but still authorized agents, and Rogers normally would only do this if/when they are launching a new/upgraded services (e.g. Fibre-to-the-Home Internet) that might appeal to a large number of people.

Unfortunately, a number of people have also reported scammers going door-to-door, posing as Rogers employees.
