Can’t Connect to Raspberry Pi on ZTE Mobile Hotspot

I'm trying to get my Raspberry PI to auto connect to the Rogers ZTE Uni Hotspot. I'm running it in my car. I like to remote in using VNC. The Pi will not connect. I have the WPA_Supplicant.conf file setup for the SSID and password. The Hotspot expects a manual connect to authorize to connect to it. How can I by pass this issue? To have the PI connect automatically. Thank You Don
