Do I need to purchase a dedicated fax line for my business?

This is actually related to a business line but there is no dedicated business forum.

Right now with my Bell business services, I "pay for" two phone lines and my fax line is "free" using some sort of virtual technology so it shares the same number as my phone line.

If I want a fax line with Rogers, do I need to buy that separately or can it be integrated/included with my phone line?

Distinctive Ring allows you to have multiple phone numbers with corresponding Distinctive Rings for each number. You can assign a specific phone number, with its own distinctive ring, for your fax machine. This is all done without installing new lines in your business.

So let's say I want to use my same two phone line numbers and same fax number, what would I need to purchase? Would I purchase two lines where I port my number and then distinctive ring would port in my fax line?

Yes you are right, you can port in the two lines. You can also bring over a number for the distinctive ring feature.
