Stolen dog, need to trace phone number

It’s a complicated story but these guys stole our dog and left their number with my neighbour to return the dog. I presume they wanted money but when I text a few times they block my number? Looked up the number and it’s registered to Rogers communications. Is there anyway to trace the name associated with a #?

Take it to the police. 

Call the police non-emergency line and give as many details as you can.
