I recently moved into a new apartment and I received a msg from a guy named david xxx. He has provided me his business card with his name phone and email
"Hi Yuen. Our exclusive offers for you "my address", 1.5 Gig Xfinity Unlimited home internet is 59.99$+No installation+100$ gift as a welcoming gesture. For cellphone plan 100GB data, unlimited call&text is 34$. Please let me know if you have any questions. Thank you. " his email is david.xxx@rci.rogers.com is this a spam? Thank yo

On first glance, I would say "not spam/scam/phishing".
Of course, you should either telephone Rogers Support, or go in-person to a Rogers store in some local shopping centre, and ask them about the name of their (alleged) employee, and if the person has recently quit/retired/fired from Rogers.
