Yes, it's enabled. ICMPv6 Inbound to Hosts is set to Allow. The issue started to happen intermittently now. Sometimes the image gets downloaded, sometimes it doesn't.
This is how I was able to fix the issue on mine last night. I did a factory reset of the modem and then reset my internet via EasyConnect. After that, I rebooted the phones, and it seems to have resolved the issue for now.
