My phone shows Rogers WIFI at the top left of the lock screen or when you pull down the notification shade.My phone defaulted to mobile network preferred under the wifi calling settings, so you may want to set wifi preferred.
Just chiming in to say my Pixel 2 XL just started working with VOLTE. My phone was purchased directly from Google.I'm super happy to finally see resolution to this long standing issue. I went an entire year with no VOLTE on my Pixel XL.

I see all of the VOLTE options that were described but my Pixel XL still falls back to 3g/HSPA when I make a call. This is with the latest 7.1.2 update.
