Rogers is also no longer selling the basic Starter package as a Digital TV offering.  Looks like Digital TV is another step closer to getting discontinued,

They just lock you out from using internet for anything else but I assume it.must be rogers internet.

You could get fiber tv the same way. Zero rated internet access.

I assume you mean Fibe TV from Bell (often called "Fib" because it's not always FTTH).  Ignite is delivered slightly differently and as we discussed in several previous similar threads, it was not easy to "separate" Internet and TV with IgniteTV.  I assume they have passed that hurdle.
