City TV On Demand

So I have CityTV - Toronto in my channels but when I try to watch Chicago Fire On Demand and try to watch older episodes it says I have to subscribe to CityTV.  I am not understanding this.

I tested this on my TV at home and was successfully able to play old episodes of Chicago Fire On Demand without encountering an error. 

Do you have issues playing any other On Demand content, such as other CityTV content or otherwise? Or does this issue only impact Chicago Fire On Demand specifically?

Perhaps the message said must subscribe to CityTV + (Plus), since you guys have IgniteTV and I assume you can see content listed for CityTV+, that is not listed within my legacy digital TV On Demand section.

I don't have any listings for Seasons 4 to 8 of Chicago Fire in my On Demand section, but if IgniteTV Viewers do, try playing one of those episodes (in case you need a CityTV+ Subscription to watch them), to trigger the must subscribe message.
