Likely a signal issue to that box.  Could be something as simple as a spliter gone bad or something.

 

You would probably want to get rogers out to check things around the house.

@mjm2 : I agree with @Gdkitty , you probably have a signal issue in your home or in your neighbourhood. Give Rogers a call and have them check your signal and that of your neighbours. They can do this remotely while you're on the phone. Here's a post discussing signal. You can also check the signal yourself to see if you're in the ballpark.
