Perhaps Bell was paying for the license to stream to an app and Rogers was not.

Perhaps, but the question is why would Rogers not pay for it?  The Olympics are a major event watched by Canadians across the country.  One would think Rogers would want the audience.  I did notice that on TV, TSN showed a lot more Olympic events than SportsNet.

 

Another explanation might be that Bell paid for exclusive rights.

It's kind of late now but couldn't you just have watched everything from CBC's live broadcast, and way more, on the CBC Olympics app?

Yes, CBC is back on RAPTV now. I don't know how many people would actually have wanted to watch the Olympics on a cellphone.
