incoming calls going to voice mail before even ringing

I've been here awhile

Travelling in US and having troubles with incoming calls going to voice mail before ringing or sometimes after ringing once.  After contacting those making calls they tell me that they never even got any rings at their end before being moved to voice mail.  Have tried this on various US providers and Wifi with the same result.  Have used other phones from the same location (Bell, Telus, and some US providers) and none of them have this issue using either the towers in the area or Wifi.   Has become very frustrating for both ends as sometimes these have been kind of important conversations.  When returning calls there seems to be a very long wait before connection is made and then the quality of the call is borderline awful.  Again have tried with other providers from exactly the same location and the quality of the calls has been excellent and connection times much quicker.

Any ideas of what is going on?

note: none of these issues occured using the same phone before we were migrated from Shaw to Rogers.

1. Calls go directly to voicemail if your phone is not connected properly to a cell tower or the phone is turned off.

2. Rogers may have agreements with different US providers than Shaw did and the those US providers may not be giving you as good a signal where you are?

3. You should be able to see the US provider on the top of the phone's screen. I assume you have the phone set to "auto" network, or are you choosing the network manually in the phone's settings.  Auto usually works best as it'll mostly pick up the strongest signal.  How's the signal at the top of the phone's screen?

4. I'm not sure if this has an impact but do you have a recent iPhone and do you have "Live Voicemail" turned on which became available with iOS 17?  Live voicemail acts like a second distinct/separate voicemail box with storage on the phone itself, not on Rogers servers, and you can configure your own separate greeting as well.  It'll also provide a transcript and listing.

Problem is there even when connected to wifi. Have tried switching providers with no change.  Signal should not matter when using wifi and that is a strong signal, but the tower signals are also very good.  Not using an iphone.  Seems like Rogers system is taking way too long to make connections and by that time the system has determined that our phone is either busy or turned off and goes to voice mail which we almost immediately get a notice of fortunately allowing us to call back - although with lousy quality connection in most cases for some reason.  Use other providers (Bell, Telus, etc) from exactly the same place, same wifi, and so far none of them have had the issue.  Talked with friends that have Rogers in the area and they have also mentioned similar problems.  Have tried contacting tech support but they seem too busy to deal with the issue, and tired of waiting an hour each time we contact them.

Sounds like there may be some sort of issue in the "backbone" connection from US providers to Rogers.  I have probably only made 3-4 calls in the US in 10 years and the quality was fine.  I also don't recall other posts with this specific issue - going to voicemail as though the phone is off, unless the person was actually out of range.
