When did you first notice the issue? The error you're mentioning is often related to VPN issues.
Have you tried to connect any other device to ensure it's not a device specific issue?

Is the rocket stick working on another device?
Were you getting the same error?
Has there been any change on the device having the issue?
When was the last time it worked?
Has there been any account changes?
Does your device have a firewall installed? Have you tried testing with it disabled?
Have you spoken yet to technical support? If so, what was determined to be the cause?
I've never had an issue with Rogers service, but I know sometimes their routers are a bit.... Well, not the most reliable. I'd suggest telling them you are having issues with the router. That it won't turn on or whatever and they will likely send you a new one, which will likely solve the issues. I had a very similar problem and it did turn out to be the route
